AB 1811 (Rogers) Health Profession Shortage AreasSUBMIT YOUR LOGO TODAY!

Please help ACHD in our co-sponsorship of AB 1811 by Assemblymember Rogers. The bill would preserve Health Profession Shortage Areas (HPSA) for the purposes of state programs and regulations, across all departments.  With the passage of H.R. 1 and continued health care system challenges, our health care districts need every tool to maintain, preserve and expand access to care, losing a HPSA designation threatens that.

Please note, the bill is only applicable to state run programs or regulations. ACHD is working in collaboration with the Department of Health Care Access and Information (HCAI), through the state office of primary care, to ensure that HPSA designations for federal programs are expanded, restored and preserved. However, AB 1811 acts as a statewide fail safe and a vehicle for any needed statewide reforms to the process.

AB 1811 is co-sponsored by the Rural County Representatives of California (RCRC).

AB 2311 (Schiavo) Health care districts: employment – SUBMIT YOUR LETTER TODAY!

Please help ACHD in our sponsorship of AB 2311 by Assemblymember Schiavo. The bill would allow district hospitals, as specified, to directly employ a physician. The bill creates parity across our other public hospital counter parts, federally qualified health centers, academic medical centers and the state’s 37 critical access hospitals (CAH). We encourage every district, that can, including those who already enjoy this ability, to support the bill. With the passage of H.R. 1 and continued health care system challenges, our public hospitals, need every tool to maintain, preserve and expand access to care.

The bill will be heard in Assembly Health Committee on March 24, 2026. Letters are due to the Health Committee by COB March 18, 2026. ACHD is happy to submit letters on behalf of the district, as letters are required to be submitted through the legislative portal system.
