SB 827 Compliance Training

Training Description: Senate Bill 827 (SB 827), effective January 1, 2026, requires covered local agency officials to complete mandatory fiscal and financial training every two years. Newly appointed or hired officials are also required to complete the training within six months of assuming office or employment.

Best Best & Krieger LLP (BBK), in collaboration with public finance professionals from Regional Government Services (RGS), will lead this training designed to satisfy SB 827’s mandatory training requirements while providing practical, real-world guidance on financial oversight and the stewardship of public resources.

The training focuses on the core fiscal responsibilities of public agency officials and staff, with actionable instruction on budgeting, financial controls, long-term planning and risk management. Participants will gain a clearer understanding of their legal and fiduciary obligations, common financial pitfalls facing public agencies, and best practices that promote transparency, accountability and fiscal sustainability.

Designed for elected and appointed officials, executives and staff with fiscal responsibilities, this program is appropriate for agencies seeking to meet SB 827 requirements while strengthening sound financial governance.

Danny Kim is a Partner at Best Best & Krieger LLP and an experienced municipal bond attorney with a professional accounting background. His practice focuses primarily on assisting government agencies with financing capital projects in the public finance market. Danny has extensive experience in public finance, project finance and structured finance, and serves as bond counsel, disclosure counsel and underwriter’s counsel on transactions involving enterprise revenue bonds, Mello-Roos and assessment district bonds, lease revenue bonds and certificates of participation.

Jennifer Bradlee is a Partner and member of Best Best & Krieger LLP’s Public Finance team. She advises public agencies on a wide range of public projects and serves as bond, special, disclosure and underwriter’s counsel in financings throughout California. Jennifer has extensive experience in public finance, taxation, facilities and business, and local government matters, including facilities funding, public agency bonds, bond elections, public contracts, Mello-Roos community facilities districts, lease financings and taxation.

Xenia Bradford is a Senior Advisor in the Finance Services Group at Regional Government Services Authority. She has more than 10 years of experience in executive roles in municipal and county government, with expertise in operational management, public affairs, finance, economic development and administration. Xenia holds master’s degrees in economics and public policy, with an emphasis in local government and international relations, as well as a Juris Doctor.
