Good Governance When Your District Builds

Session Description: Most healthcare districts will build something this decade—whether it’s a clinic remodel, ambulance station, skilled nursing wing or hospital project. With aging facilities, evolving community needs and seismic deadlines facing California hospitals, effective governance can play a critical role in keeping capital projects on track.
Join owner’s representative and healthcare construction practitioner Michael Eads for a practical look at how boards and district leaders can provide effective oversight without slowing a project down. Learn how to determine which regulatory environment a project falls under, including when the Department of Health Care Access and Information (HCAI) has jurisdiction, and why those early decisions can have significant impacts on project cost and schedule.
Through real-world examples, Michael will explore when to question a design team’s assumptions, how early scope decisions can save months of unnecessary review, and where smart project tradeoffs can be made. Attendees will leave better equipped to ask sharper questions, recognize potential risks before they become costly problems, and provide the informed governance needed to successfully guide a capital project from planning through completion.
Michael Eads is a partner at Eads Builders, a consulting firm serving California hospital owners as their owner’s representative on capital projects regulated by HCAI. He coordinates architects, engineers, contractors and agency reviewers throughout every phase of a project, from early scope decisions through construction and closeout, with responsibility for budgets, schedules, change orders and overall project delivery. Michael is also co-founder of SiteOps360, a project management platform for building owners. He lives in Napa, California, and is a private pilot.
