The Legislature Adjourned

The 2013-14 Legislative Session adjourned early in the morning on Saturday, August 30, more than 24 hours before the August 31 midnight deadline.  The last night of the legislative session ended in the traditional late night deals and gut amend bills.

Here is a quick rundown on the outcome of ACHD’s highest priority bills this year:
AB 468 (Chavez): Requires that non-designated public hospitals receive delivery system reform incentive pool funding, as specified, and to report and certify specified information for each successor demonstration year.
Status: Died in Senate Rules Committee without a policy committee hearing.

AB 1805 (Skinner): Eliminates the requirement that providers of skilled nursing services to Medi-Cal patients retroactive to 2011 would not be considered to have been paid in excess of allowable payments, thus no retroactive liability.
Status: Died in Assembly Appropriations Committee due to the cost.

AB 1838 (Bonilla): Allows graduates of accelerated medical school programs accredited by the Liaison Committee on Medical Education or the Committee on Accreditation of Canadian Medical Schools to seek and be granted a license to practice by the Medical Board of California.
Status: Chaptered into Law

AB 2198 (Levine): Requires various mental health professionals to complete suicide assessment, management or treatment training prior to license renewal, depending on the graduation date of the individual.
Status: Enrolled (waiting for action by the Governor)

AB 2458 (Bonilla): Creates a fund and appropriates money for graduate medical education residency programs.
Status: Died in Assembly Appropriations Committee due to the cost.

AB 2616 (Skinner): Creates a presumption for specified hospital employees with Methicillin-Resistant Staphylococcus Aureus (MRSA) claims.
Status: Enrolled (waiting for action by the Governor)

SB 556 (Padilla): Prohibits contractors that perform specific “public health and safety” services for a public entity from displaying the logo of the public agency on a vehicle, uniform, or badge unless specific disclosure requirements are followed.
Status: Enrolled (waiting for action by the Governor)
