On Monday, August 4th, the Legislature returned from a month-long summer recess. The next four weeks will be a sprint to the end of the 2013-14 Legislative Session, as members will rush to get their remaining bills passed through their respective Appropriations Committee, the Senate and Assembly Floor, and on to the Governor’s desk for approval.
ACHD & ALPHA Fund’s Advocacy Team will be working hard to monitor active bills and closely track bills amended at the last minute. Known as “gut and amends,” the Legislature amends bills that are already far along in the legislative process and inserts new language in hopes of passing measures in an expedited manner. Therefore, the Advocacy Team is on high alert, ready to act accordingly should a bill be amended that impacts Healthcare Districts or ALPHA Fund Participants in any way.
The remaining legislative deadlines are as follows:
August 15: Last day for fiscal committees to meet and report bills to the Floor
August 18-August 31: Floor Sessions only. No committee, other than the Conference and Rules Committees may meet for any purpose
August 22: Last day to amend bills on the Floor
August 31: Last day for each house to pass bills. Final recess begins upon adjournment of session
September 30: Last day for the Governor to sign or veto bills into legislation
Please keep in mind that all deadlines listed above can be waived by a 2/3 vote of the Legislature. Due to the uncertainty of amendments in the last month of the legislative session, all ACHD Members and ALPHA Fund Participants should be ready to respond to urgent notices from the Advocacy Team.
